The Co-operative Republic of Guyana has received financing from the Inter-American Development Bank (IDB)/Global Environment Facility (GEF) and intends to apply part of the proceeds to payments under the Sustainable Energy Program for Guyana for Geotechnical Investigation of the Moco Moco Hydro Plant site in Lethem.
The General objective of the Sustainable Energy Program is to improve institutional capacities of the Public Utility and Ministry of Public Infrastructure, through the training of said institutions’ staff and promotion of the use of nonconventional Renewable Energy Technologies (RET) in the urban areas and the Hinterlands with the aim to: (i) implement sustainable business models for Operation and Maintenance (O&M) of Renewable Energy (RE) projects; (ii) increase quality energy access in Guyana; (iii) reduce the long-term operational costs of on-grid and off-grid electricity service; and (iv) contribute to sector sustainability and reduction of Greenhouse Gas (GhG) emissions.
The Program has three (3) components: (i) strengthening of the policy and institutional framework to implement RETs in Guyana; (ii) strengthening of the public utility’s capabilities to improve electricity supply and promote the use of RETs; (iii) contribute to sector sustainability with the implementation of cost-effective RETs for on-grid and off-grid electricity generation.
The Moco-Moco Hydro power station was developed as a run-of-the-river project in the mid 1990’s. The penstock was damaged by a landslide in July 2003 resulting in a cessation of operations. Since then the Lethem Power Company has been providing power by way of Diesel generators. The Government of Guyana desires to have the plant rehabilitated and put back into operation. In this regard, consultancy services are being sought to provide a detailed geotechnical investigation of the site prior to the development of the Moco Moco Rehabilitation Project.
The main objective of the consultancy is carry out the necessary site investigations to obtain the required geological and topographical information for the development of the Rehabilitation Design of Moco-Moco Hydropower Plant, particularly as it relates to the penstock alignment which was destroyed by a mass soil landslide in 2003. The services will include, geological survey and engineering geological mapping, topographic mapping, geophysical surveys and excavation of test pits. In order to be considered for shortlisting, interested consulting firms having the relevant resources, qualifications and experience from the Bank’s Member Countries, are herewith invited to submit their Expressions of Interest (EOI) with no more than fifteen (15) pages, including: (i) legal name of the Consulting Firm; (ii) legal representative for the Firm; (iii) address; (iv) telephone number and fax; (v) email address of contact person and website; (vi) information about the Consulting Firm Organization and its principal areas of expertise and activities; (vii) description of general experience relevant to the assignment, within the last ten (years); The information requested in (vi), (vii) should include, as a minimum: a description of the activities, the level of responsibility held by the Company in each project (technical, supervision or administrative responsibility. The curriculum vitae of potential personnel involved in the studies are not required at this stage.
Interested consulting firms will be determined to be shortlisted by demonstrating in their Expressions of Interest that they have the relevant resources, qualifications and experience, whether by themselves or in conjunction with other eligible firms. As a result of the EOI’s evaluation, the Ministry of Public Infrastructure will shortlist 6 Consulting Firms or association of firms, that will be invited to present Technical and Financial Proposals, using a Quality- and Cost-Based Selection (QCBS) method.
Consulting firms may associate with other consulting firms with the aim of enhancing their qualifications.
Experience in the Caribbean would be an advantage. The working language of the consultancy will be English, and reports will therefore be presented in that language.
Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (GN-2350-9) and is open to all eligible bidders as defined in the policies.
